Dr. Khan was born in India and his family immigrated to Pakistan during the partition in 1947. He later immigrated to UK and finally arrived in the Sates as a landed immigrant in 1970 and become a bicentennial citizen of United States of America. He attended university of Wisconsin to receive his MS in Educational Psychology and PhD with a double major in Educational Psychology and Social Psychology from Indiana University at Bloomington campus. Moreover, he was selected to participate in the Bush Executive Fellowship at the Carlson School of Business at the University of Minnesota. In addition, he completed all the requirements to obtain the licensure for the Superintendent of schools. He also attended a summer school at the Cambridge Campus to learn about English ancient architectural history. In addition, Dr. Khan earned MA Political Science and M. Ed. from Punjab University, Lahore, Pakistan.

His work experiences include school psychologist, director of federal programs in the state of Minnesota, US Peace Corps Country Director, and US Diplomat with a rank of First Secretary for Development, Senior Vice President for an IT corporation and for the WorldSpace Foundation in Washington, DC. Dr. Khan also served as an adjunct and visiting professor with the rank of Associate professor at the Howard University, South Carolina State University and University of Minnesota Statewide system for about ten years. He is one of the seven Planning Commissioners for the city of Fairfax. He also represents the City of Fairfax on the Park and Recreational Board. He has published many articles in professional journal and authored two chapters in two different books, one on the Leadership, What Effective Leaders Do (1998) and most recently a chapter on the effectiveness of positive attitude and patient friendly bedside manners of health care providers (2003). He also serves on the editorial Board of Journal of Psychology. He is currently serving as Provost, and Director of Graduate Studies at Virginia International University.
