Meet SPIA's newest faculty member- Dr. JULIAN K. MUHAMMAD (PH.D., MPCP, CEM)

Dr. Julian K. Muhammad is currently an Adjunct Professor in the School of Public and International Affairs at VIU. He has been academically and professionally active in the areas of public administration and policy, risk management, emergency management, homeland security, and continuity of operations for more than 27 years, serving as a senior manager for five District of Columbia (DC) government agencies, including the Department of Health, Department of Youth Rehabilitation Services, and Department of General Services as a risk and emergency management professional. He also serves as an expert consultant for several non-governmental organizations (Healthcare Management & Compliance Group, Inc.; Risk Mitigation Strategies; HELPIMT, Inc.; and All-Hands Consulting).

Dr. Muhammad holds a Ph.D. in Political Science, with major concentrations in Public Administration and Policy from Howard University; an M.S. in Legal Studies/Homeland Security from California University of Pennsylvania; a Graduate Certificate in Disaster/Emergency Management from American Military University; and a B.A. in Criminal Justice from Indiana University of Pennsylvania.
Dr. Muhammad is a Certified Emergency Manager (by the International Association of Emergency Managers) and an Adjunct Instructor for E0449, Incident Command System Curricula Train-the-Trainer, and E0390, Integrating Emergency Management Education into Your Institution, at the Federal Emergency Management Agency’s (FEMA’s) Emergency Management Institute. He is also a Certified Master Continuity Professional Practitioner and volunteer continuity instructor for FEMA National Continuity Programs.
Dr. Muhammad currently lives in the Washington, D.C., since 1992. He is originally from Philadelphia, Pennsylvania. He enjoys exercising regularly, cooking, reading, taking long walks, playing billiards and table tennis. Dr. Muhammad is a dedicated fan of martial arts movies since I was child, and have amassed a considerable collection of martial arts videos over 35 years.
