Hampton Dowling is Managing Partner of his professional services company, the HCB Group LLC, providing executive management and advisory services to private and public sectors. Mr. Dowling has managed large integrated programs, as well as, facilitated strategic partnerships, alliances and complex multi-vertical pursuits worldwide.
Mr. Dowling served as a career naval officer before retiring in the rank of Commander. Distinguished assignments included Special Assistant to the US Vice President; and as a Senior Program Manager at the Defense Threat Reduction Agency leading classified tier one analytic, R&D and technology-applied programs, the results of which had direct, Executive Branch bearing on Service-level policies, appropriations, and new relations with developing nations and NGOs. In the private sector, Mr. Dowling led double-digit profitability increases managing $90M+ P&L lines of business, achieved 80%win rate of $5B for new company-wide business, and provided strategic advisory services to the public sector to increase revenues and stabilize governance. In C-Suite roles and program manager, he’s led Fortune 250 $100M+ commercial programs and 25+ projects worldwide with multi-nat’l companies to include establishing PPPs, JVs, leveraged M&As and reversed high-risk, distributed organizations in cost overrun position while improving performance and brand reputation.
Mr. Dowling’s experience is applicable for today’s returning emphasis to on-shoring productivity, for market segments where foreign investment in the US industrial base is increasing, and both federal and defense departments now transforming in terms of budget, structure, policy and acquisition. His stewardship within the C-Suite leverages such changing market demand signals, investor expectations and tech convergence that favor exemplary leaders of broader experience and practical exposure to shape strategy, establish effective market presence and achieve higher profitability.
Today, Mr. Dowling provides executive advice, strategy and corporate development to multi-national parties: homeland, cyber and energy security, geo-spatial intelligence, digital transformation & document encryption, multi-modal commerce and blockchain architectures, and smart infrastructure leveraging sustainable energy. His experience extends from mature countries to fragile states with credentials further codified from congressional testimony, as a frequent speaker at int’l forums and tech innovation panels, and featured contributor to various media. Mr. Dowling is Editorial Director of TransPorts Magazine (Latin America’s largest maritime & logistics trade publication), board member to int’l organizations, academia, and is Chairman of the Committee on Int’l Trade for the Commonwealth of Virginia. He holds a Bachelor of Arts Degree from the University of California at Los Angeles and MBA from Golden Gate University. Mr. Dowling is a certified Project Management Professional (PMP) in both private industry and the US Department of Defense.
