Jose Garcia-Rubia, PhD

Dr. Garcia-Rubia received an MS in Telecommunication Engineering from the Universidad de Vigo, Spain, and a PhD in Telecommunication Engineering from the Universidad Politécnica de Madrid, Spain. He obtained the Best Doctoral Dissertation Award in Satellite Services from the Official College of Telecommunications Engineering & the Spanish Association of Telecommunication Engineers., Dr. Garcia-Rubia worked as a development engineer for Motorola´s mobile communications sector and also coordinated and managed projects with multinational teams as a laboratory manager in the US and Europe, focusing on complex systems modeling, testing, analysis, and optimization, including standardization of wireless systems, radio spectrum management, and inter-system coexistence. He now works as an independent radiofrequency specialist consultant.

Dr. Garcia-Rubia’s higher education experience includes tenures as a lecturer of radio communications at the Universidad de Jaén, a research fellow in satellite communications and radio propagation at the Communications Research Centre Canada, and a research associate in electromagnetic wave propagation and remote sensing at the Catholic University of America. Dr. Garcia-Rubia has published more than 40 publications in high-ranking journals and international conferences proceedings. He is a reviewer for IEEE Transactions on Antennas and Propagation, as well as IEEE Antennas and Wireless Propagation Letters. He is a member of the IEEE Antennas and Propagation Society, the IEEE Communications Society, and the Project Management Institute. He has participated in various international research working groups on Earth-space propagation modelling, such as the European Union COST IC0802 and the ITU-R Study Group 3. His current research interests are mobile communications, project management, radiowave propagation, remote sensing, and wireless communication systems.
