Julian Muhammad, PhD
Dr. Julian K. Muhammad is currently an Adjunct Professor at Virginia International University, School of Business. He has been academically and professionally active in the areas of public administration, risk and emergency management, and healthcare management for more than 26 years, serving as a senior manager and/or consultant for seven (7) District of Columbia (DC) government agencies: D.C. Health and Hospitals Public Benefit Corporation, Department of Health, Department of Police, Department of Youth Rehabilitation Services, Department of General Services, Department of Employment Service, and Department of Transportation. He also serves as an expert consultant for several non-governmental organizations (Healthcare Management & Compliance Group, Inc.; Risk Mitigation Strategies; American Psychological Association, and The Coles Group, LLC.).
Dr. Muhammad holds a Ph.D. in Political Science, with major concentrations in Public Administration and Policy from Howard University; an M.S. in Legal Studies/Homeland Security from the California University of Pennsylvania; a Graduate Certificate in Disaster/Emergency Management from American Military University; and a B.A. in Criminal Justice from Indiana University of Pennsylvania.
Dr. Muhammad is a Certified Emergency Manager (by the International Association of Emergency Managers) and an Adjunct Instructor for E0449, Incident Command System Curricula Train-the-Trainer, and E0390, Integrating Emergency Management Education into Your Institution, at the Federal Emergency Management Agency’s (FEMA’s) Emergency Management Institute. He is also a Certified Master Continuity Professional Practitioner and volunteer continuity instructor for FEMA National Continuity Programs. Additionally, Dr. Muhamad is an adjunct professor at Western International University Master of Public Administration Program and licensed teacher for the DC Public Schools.
