This dissertation allowed Dr. Williams to talk to several cyber security experts in the US Department of Defense (DoD) about the issue of cyber security governance, specifically the causes of cyber/IA breeches, what should be done to mitigate these issues, the state of organizational policies, and the state of governance. The participants were from various part of the cyber workforce and they ranged across generations. One major advantage of this research was to hear the frank views of all participants with their concerns about the state of cyber security and governance.
